International Centre for Asset Recovery
The International Centre for Asset Recovery (ICAR) was founded within the Basel Institute on Governance in July 2006. It provides training, research and consultancy services on asset recovery and assists authorities in enhancing their capacities to seize, confiscate and recover the proceeds of corruption and money laundering. ICAR trains officials in the theory, techniques and practices of search, seizure, confiscation and recovery of assets. It provides consultancy services to resolve international asset recovery cases and supports the establishment or enhancement of a country’s institutional and legal asset recovery framework. The centre offers case analysis and contact points to facilitate the work of law enforcement agencies. ICAR operates web-based knowledge-sharing and training tools, giving access to national and international asset recovery laws and documents.
